Aberdeen Jail, Aberdeen, Washington
City of Aberdeen

The City of Aberdeen wanted to redevelop their justice center. Expansion of the jail was their highest priority. The 18–bed facility was operating with an average daily population of about 23. They estimated that as many as 50 beds might be required. We analyzed historical bed use in relation to population forecasts. This included an assessment of unmet demand as indicated by overcrowding, contracting of beds from other jurisdictions, and booking restrictions. It also involved a review of trends in the volume and nature of criminal charges, and enforcement initiatives such as alternatives to incarceration. We discussed factors affecting the demand for jail beds with the police, prosecutors, and the judiciary. We incorporated the opinions of the Steering Committee to come to a conclusion regarding probable future bed needs. Completed in 2001.
