Criteria for Private Highway Maintenance Yards, BC
BC Ministry of Transportation and Highways
Highway maintenance in the province is provided by private operators. In general, these operators work out of maintenance yards rented from BC Buildings Corporation. The objective of this study was to determine under what circumstances it would be acceptable for the private operators to provide their own yards. Our work involved examining service delivery, strategic, and cost implications. Of particular concern was to ensure that future contract tendering did not favour the incumbent, due to real estate constraints on potential competitors. Our work had a direct impact on contract negotiations. Completed in 1996.
