Bench Elementary Area Study, Cowichan Bay, BC
School District 79 (Cowichan Valley)
Bench Elementary is overcrowded. A private developer has expressed interest in providing a new elementary school as part of a proposed new subdivision. We assessed this proposal in relation to alternative approaches to meeting the needs in the Bench catchment area. Our work included a facility audit of the existing school, enrolment forecasts, definition of a range of development possibilities, and evaluation of the options. The options included a new school as part of the new subdivision, redevelopment of the existing Bench Elementary, and a combination of both. The District subsequently received approval to expand the school. Completed in 1997.
