Steveston Secondary School, Richmond, BC

We defined a Public–Private Partnership project to replace Steveston Secondary School. Part of the work involved assessing the viability of incorporating commercial and other supplementary uses on the site. We concluded that retail uses contributed the most financially. A central challenge was to structure the arrangement with the private sector partner to create an operating lease. Part of the solution was our proposal for a long–term ground lease with a shorter–term occupational lease. We defined two broad development scenarios — a 1200 capacity school serving Grades 8–12 or an 800 capacity magnet school associated with a satellite campus of Kwantlen University College. The total capital costs varied from $14.2–21.7 million. Completed in 1998.
